The Governor is an Cultist enemy created by Fantasy Flight Games for Lord of The Rings: The Card Game. He is encountered in A Shadow in the East expansion.
Biography[]
The Governor is member of a cult of Sauron worshipers that has taken root in Dorwinion. He along with the other cult members are defeated when the players heroes discover their hideout.
The Governor wears fancy clothes and carries a large cane with a metallic bulb at the end; which could be dangerous as a weapon. His biggest threat to the players his is ability to attack the first player whenever a location card is revealed from the encounter deck.
