Minas Tirith. It feels so ancient and noble. Plus Gimli said he'll bring more fountains and Legolas said he'll bring more life and nature there.

He wasn't evil after Morgoth's overthrow. He repented, but after he stayed in Middle Earth for a long time, he went back to his evil ways as Morgoth's dominion over him was strong, and was also attracted by the lure of power.
