Well, to my knowledge Tom Bombadil wasn’t in the Hobbit. He was in The Fellowship of the Ring and seemed to be impervious to the Ring’s power, essentially he wasn’t tempted by it like others were.

As far as the Silmarillion goes, I think the only way it could be adapted is as a television show.
I would say that he is evil in entirety, as his ultimate goal is totalitarian power and bringing darkness over all of Middle Earth, unlike Saruman, who wishes to use evil to stop Sauron.
