I think his main goal was to become either a dictator or a God-King of Middle-Earth. Either way, he would've subverted all the other races before him as slaves until the time they face extinction. And maybe after that, he'll move on and conquer somewhere else.

@Jordan isle Orcs in other franchises are capable of being benevolent. But not in Tolkien's Middle-Earth Unfortunately.
Didn't think I needed to add them, since they have no will of their own.
Morgoth was cool, powerful and all, but Sauron was cunning, intelligent and lasted far longer than he did because of his deception and evasiveness.

Mine is obviously gotta be Middle-Earth: Shadow of Mordor. Easily peak LOTR game in my opinion.
