No, it is not. The game storyline was written to potentially fit into the Canon storyline, but it was never accepted as officially canon by whoever does that sort of thing.

No... and it contains some seriously non-canon stuff. Shadow of War is worse, though.

None of the games that have lore that deviates from the books is canon. That said, canon is not clearly defined for Tolkien, but licensing definitely does not confer canon or canon-like status.
