I have two hunches. It could be Numenor, or somewhere in Valinor.
One tree looks to be behind and to the right of the other.

The city is most likely Tirion, based on the visible geography. The Two Trees can be seen more easily by adjusting the contrast on the image.
I hope they don't spend too much time in Valinor or Numenor in the series. I'd much prefer they spend time in Eregion. However, looking at the timeline for the Second Age, maybe Eregion belongs more in the 2nd season.

Is this series based off a book or is it improvised like shadow of war/Mordor?

@TheOakenOne It’s probably improvised while not drifting off from canon since there is very little written about the time period. It’s also supposed to be in continuity with the LOTR movie trilogy I believe.
It is not in continuity with the movie trilogy, it needs to be in continuity with the books.
The series is placed in the Second Age which does not have much detail, only highlights.
There is quite alot to cover in the Second Age, even if the details are not there. The big events:
Founding of elven settlements of Mithlond (Grey Havens of the Teleri) by Círdan and Lindon (Noldor) by Gil-galad
The settling of Numenor
The growth of Khazad-dûm (Moria)
Sauron re-establishes himself in Middle-earth in Mordor
First of occasional forays to Middle-earth by Numenoreans
The founding of Eregion (Noldor) near Moria by Galadriel and Celeborn
Sauron starts building Barad-dûr
Sauron appears in fair form to elves of Eregion and Lindon and Numernoreans start building permanent settlements in Middle-earth
Galadriel and Celeborn leave Eregion for Lothlórien and Celebrimbor takes over Eregion
Celebrimbor starts experimenting with rings of power with assistance from Sauron
Celebrimbor forges the Three Rings in secret, Sauron forges the One Ring and completes Barad-dûr
Sauron attacks the elves after they discover his betrayal and putting on the One Ring, so the war between Sauron and the elves begins and Celebrimbor hides the Three Rings
Eregion is destroyed in the war and Celebrimbor dies; Elrond establishes Rivendell
The elves force Sauron to retreat back to Mordor
The Ringwraiths appear (more than 700 years after the Rings of Power were created)
Up to now many generations of Numenorean Kings (and a few Queens) have passed with them increasingly becoming arrogant and hostile to both the Valar and elves
Ar-Pharazôn seizes the Numenorean throne, marshals forces to conquer Middle-earth, captures Sauron, and returns to Numenor with him as hostage
The corruption of Numenoreans by Sauron
Ar-Pharazôn sails with an armada to Valinor and causes the Akallabêth (re-shaping of the world and the downfall of Numenor)
Elendil and his two sons escape with the faithful to Middle-earth and establish Arnor and Gondor
The Dunedain build Annuminas, Fornost, Osgiliath, Minas Anor, and Mans Ithil as cities in their realms over roughly 100 years
Sauron attacks Gondor and conquers Minas Ithil
The War of the Last Alliance begins
Sauron kills Elendil and Gil-galad, but Isildur cuts the One Ring from Sauron's hand and he is defeated
I'm not sure all that could be packed in. I think the 2nd age series should focus on the downfall of Numenor, the founding of Arnor and Gondor, and eventually the War of the Last Alliance. It should also take advantages of gaps in the history, and have most of the main cast be made up of original characters who stories coincide with what Tolkien wrote.
TBH, it would probably be best if they focused on the beginning or middle of the Second Age. The downfall of Numenor and the War of the Last Alliance would probably be really expensive to film. The founding and building of Arnor and Gondor would be pretty cool though.
I'm more interested in the parts of the Second Age that contain the lore of the Rings of Power.
My guess would be that the city is Tirion, and that this will be part of a prologue (perhaps a long one!) recounting some major events of the first age that help set up the second age where, as far as I’ve read, most of the Amazon series will take place. Not dissimilar to the prologue at the beginning of LOTR which used plot points from the second age to give context to the war of the ring:)
I’d also imagine they might focus on things that will elaborate on and add to the LOTR narrative. Things like the rise and fall of numenor: explaining saurons corruption of the numenoreans and following the faithful (Aragorn ancestors), the forging and subsequent hiding of the rings of power, and perhaps some other elvish storylines including Galadriel, Elrond and Gil-Galad leading up to the last alliance and diminishment of Sauron at the end of the second age.
